Popoffs rule is used to discuss the oxidation of Unsymmetrical ketones by strong oxidizing agents.
This rule says that cleavage occurs between Carbon and Carbonyl in such a way that keto group should remain with small alkyl group.

Ketones don't undergo oxidation in the presence of mild oxidizing agents like Tollens reagent, fehling solution and Benedict solution.

Ketones oxidized in the presence of Strong oxidizing agents like potassium permanganate, potassium dichromate and Concentrated nitric acid.
